France clarifies ten-year assessment period for undeclared cross-border activity
On 30 September 2026, France’s Conseil d’État delivered Decision No. 509255, clarifying when a taxpayer that met its tax obligations in another country may rebut the presumption that undeclared French activity was hidden. The ruling concerns extended assessment periods for corporate income tax and VAT; it does not decide whether a permanent establishment exists.

On 1 October 2026, the Canton of Lucerne brought its amended location-promotion law and implementing ordinance into force, opening applications for the Lucerne Innovation Contribution. The scheme offers cash payments or tax credits for qualifying research, development and innovation expenditure.

Uruguay regulates cash limits for corporate payments
On 8 October 2026, Uruguay published Decree No. 238/026, implementing cash-payment restrictions that expressly cover capital contributions, profit distributions and other company-law transactions.

On 1 October 2026, Finland’s government submitted Bill HE 211/2026 to Parliament, proposing broader tax-neutral treatment for mergers, demergers and business transfers from 2027.

Malaysia clarifies small-value asset allowances for foreign-owned companies
On 30 September 2026, Malaysia’s Inland Revenue Board published Public Ruling No. 4/2026, replacing its 2021 guidance on the 100% capital allowance for small-value assets and incorporating the ownership conditions that apply from year of assessment 2024.
